Trace the base of the toilet bowl, with the outlet hole centered on the waste outlet pipe
 
 
Mix cement and sand with a ratio of one is to three (1:3)

Place the cement grout on the perimeter of the marked location of the base and on the waste outlet pipe approximately 25-30 mm in thickness and width.
